Court House on a Saturday?

I'm just curious as to why in front of a court house that is closed? I mean, aren't court houses and city halls closed on Saturdays? I'm thinking in Corpus Christi, there's not much visibility there... unless there's something I'm missing? 4  out of 9 found this valuable. Do you?
